CERTIFICATION
A residential child care program in the State of Maryland must be under the day-to-day management and operation of a Certified Residential Child Care Program Administrator (“CRCCPA”).
Individuals who are assigned to perform the direct responsibilities related to activities of daily living, self-help, and socialization skills in a residential child care program licensed by the Department of Human Resources, Department of Juvenile Services or the Department of Health and Mental Hygiene’s Mental Hygiene Administration must be under the direction of a CRCCPA and certified by the Board by October 1, 2015.
RESIDENTIAL CHILD CARE PROGRAM ADMINISTRATOR
Certified Residential Child Care Program Administrator (CRCCPA)
In order to practice as a Residential Child Care Program Administrator in Maryland or to refer to oneself as a Residential Child Care Program Administrator, an individual must be certified by the State Board for the Certification of Residential Child Care Program Professionals.
Acting Residential Child Care Program Administrator (ARCCPA)
In order to practice as an Acting Residential Child Care Program Administrator in Maryland for a period of 180 days or to refer to oneself as an Acting Residential Child Care Program Administrator, an individual must be approved by the State Board for the Certification of Residential Child Care Program Professionals.
Designation as a Certified Residential Child Care Program Administrator for 2 Individually Licensed Organizations (CRCCPA-D)
In order to serve as the Certified Residential Child Care Program Administrator for two individually licensed organizations or to refer to oneself as a CRCCPA for two individually licensed organizations, an individual must be a CRCCPA in good standing and approved by the State Board for the Certification of Residential Child Care Program Professionals to do so.

In order to practice as a child and youth care practitioner in a residential child care program licensed by the DHR, DJS or DHMH-MHA or to refer to oneself as a residential child and youth care practitioner, an individual must be certified by the State Board for the Certification of Residential Child Care Program Professionals.

Certification is a four-step process:
(1) Candidates must complete and submit a certified application with all required documentation and the initial certification fee;
(2) Candidates must submit to a state and national criminal history record check;
(3) The State Board reviews the application and results of the criminal history record checks. If approved, the applicant will be invited to take the State Standards Examination; and,
(4) Candidates must pass the State Standards Examination.
CRIMINAL HISTORY RECORD CHECK
Please note that the State Board for the Certification of Residential Child Care Program Professionals (“State Board”) no longer issues fingerprint cards.
All individuals seeking certification from the State Board for the Certification of Residential Child Care Program Professionals (“State Board”) must submit to a State and national criminal history record check (Health Occupations Article, §20-302C and COMAR 10.57.02 and COMAR 10.57.03) executed at a CJIS operated live scan fingerprint site or one of the CJIS approved private providers authorized pursuant to COMAR 12.15.05 to collect and submit live fingerprints.
The State Board’s authorization number through the Criminal Justice Information System – Central Registry (CJIS-CR) is 0800001123.
Criminal history record information obtained is sent directly to the State Board and to you. No information regarding your criminal history is made available to the private provider who initiated your criminal history record check.
A receipt from the private provider or CJIS-CR is sufficient documentation that you have initiated your criminal history record check. Your application, however, will not be processed until the results of the criminal history background check are received by the State Board. Positive results will require detailed explanations and court sealed records forward to the State Board.
