Q. Are there any exemptions from State certification?

A. Yes, COMAR 10.47.01.03C.
The following groups are exempt from OFFICE OF HEALTH CARE QUALITY:


  • The office of a physician who is treating patients within the scope of the physician’s practice;
  • A hospital that is:
    a. Licensed under Title 12, Subtitle 3 of the Health General Article, and
    b. Accredited by the Joint Commission of Accreditation of Hospitals;
  • Alcoholic Anonymous or other similar organizations, if the organization merely holds meetings to help individual who show the effects of alcohol abuse or alcoholism;
  • An employee’s assistance program of a business entity; or
  • The American Council on Alcoholism, Incorporated.
