The Office of Procurement and Support Services (OPASS) was established in December 2001, to develop policies, procedures, and standards that govern how the Department procures goods and services, manages contracts, and for ensuring that those policies and procedures are disseminated and adhered to throughout the Department.  (OPASS) serves in an advisory capacity to programs upon request, and directly delivers procurement services for programs not certified to process or approve their own procurements.  The Office is also responsible for providing advice on procurement issues and serves as the repository and clearing house for procurement and contract management information within the Department.
